Whether in the province of Quebec or elsewhere in Canada, the application for permanent residence involves multiple steps. Permanent residence status allows you to settle for the long term in the Canadian province of your choice.
Programs have been put in place by Canada and the province of Quebec to allow you to immigrate to Canada, including the Express Entry program, the skilled worker program with ARRIMA and the Quebec experience program (PEQ).
At the federal level, there are three immigration programs for Canada for which applications for permanent residence must be submitted through an online system, Express Entry, specifically:
The requirements and selection criteria differ in each program.
Applicants for Canadian immigration who wish to obtain permanent residence through the online express entry system must complete a questionnaire comprising an analysis of several criteria, in particular: their level of training, their number of years of experience of work, their age and their language skills in French and English. Applicants are then selected on the basis of their skills and ability to contribute to Canada’s economy.
Provinces can also recruit candidates into the Express Entry pool under the “Provincial Nominee Program” to meet their labor market needs and address potential labor shortages.
This program is for skilled workers with foreign work experience who want to immigrate to Canada permanently.
It is a program that is based on several selection criteria, including: age, education, work experience, whether or not you have a valid job offer, language skills in French or English and the ability to adapt to Canada.
The Federal Skilled Trades Program is for skilled workers who want to become permanent residents because of their qualification in a skilled trade.
Several conditions apply. In particular, the candidate must demonstrate that he has obtained at least 2 years of experience in the last 5 years in a trade that is part of the list of skilled trades selected by Canada. They must also demonstrate that they have obtained a valid job offer in Canada for a period of at least one year.
The Canadian Experience Class is intended for skilled workers who already have Canadian work experience and who wish to become permanent residents.
In particular, the candidate must demonstrate that he has obtained at least one year of qualified work experience in Canada during the last three years and that he has the language skills in French or English required for the job.
All economic immigration programs at the federal level require that the prospective immigrant has no grounds for inadmissibility due to criminal history or medical condition.
Before submitting an immigration application for Quebec, you must first make a declaration of interest on the “Arrima” online portal. It is similar to the express entry system. The Quebec Immigration authorities select candidates with a profile that matches the needs of the labor market in Quebec and send them an invitation to apply for permanent residence.
For workers wishing to settle permanently in the province of Quebec, a specific program exists: the Quebec Skilled Workers Program.
The Government selects candidates from the Arrima portal. In selecting candidates, the government takes into consideration the needs of the labor market in the various regions of Quebec. Those invited must complete an application for permanent selection as a Quebec skilled worker and pay the fees associated with this application.
Applications for permanent selection in Quebec are assessed according to the criteria of the selection grid in force, which takes into account, in particular, education, professional experience, age, language skills in French and English and financial independence.
The Quebec Experience Program (PEQ) allows workers or graduates already established in the province of Quebec to submit an application for permanent residence if they meet all the criteria.
This program is simplified and faster than the regular permanent residence program since it allows workers and students to immigrate permanently to Quebec without applying a selection grid. However, other requirements are imposed such as proving your proficiency in French and obtaining work experience in Quebec.
At the graduate level, you must have completed studies in Quebec and hold a Quebec diploma that is considered eligible under the PEQ. You will also have to prove you have obtained a sufficient level of proficiency in French
If you are a foreign worker in Quebec, you must be in a full-time job at level 0, A or B in the National Occupational Classification (NOC) when submitting your application and have held a full-time job for at least 24 of the 36 months preceding the submission of your application. You will also have to demonstrate knowledge of French at an advanced intermediate level (B2).
Other conditions also apply to permanent selection requests under the PEQ. For more information, refer to the Quebec Government websites.
